Participation into the Conference was based on invitations to States, relevant organizations and individuals.
The Conference was conducted in plenary.
States and organizations were mainly represented at the level of experts.
The Conference was attended by some 436 participants, representing 95 States, as well as all relevant international organizations, NGOs, academics, judges, prosecutors, counsels and students.
The different organs of the international and hybrid tribunals and courts, as well as other forms of national internationally assisted jurisdictions were represented at senior levels, including: the International Criminal Court, the U.N. ad hoc Tribunals for the Former Yugoslavia and Rwanda, the Special Court for Sierra Leone, the Extraordinary Chambers in the Courts of Cambodia, the War Crimes Chambers of Sarajevo, and the United Nations Interim Administration Mission in Kosovo (UNMIK).
