The President of the Military Tribunal of Turin

Born : Rome, 19 September 1957,
1982 Graduated in Law (criminal procedure),
1983/1984 Higher School of Public Administration, for advanced studies in economics, administrative and international law (more courses attended in The Hague and in Italy),
1985/1988 Legal adviser to the Treasury, providing advice to the Office of the Prime Minister on constitutional and administrative issues.
1988/1989 Assistant Judge and Prosecutor, participating in investigations and prosecutions and assisting the President of the Panel during the hearings and in drafting decisions.
1989/1992 Deputy Prosecutor, conducting complex investigations and prosecutions on serious crimes (e.g., murder, transnational drugs and arms trafficking, kidnapping, rape, corruption, fraud) against Mafia-type organized criminal groups, including in Mega-trials. He was mandated for all preventive measures and organizational matters of the Office (administration, staff and procurement), forensics and direction of Police forces.
1992/present Military Judge, performing the following functions:
- Pre-Trial and Trial Judge (1992/1998), supervising investigations and deciding on Prosecutor’s requests (e.g., custody/arrest/search warrants), also reviewing war crimes cases. As Trial Judge, temporary assigned to various Tribunals and to the Appeals Court.
- Judge for sentence enforcement (1998/2002), supervising the detention regime and application of the Penitentiary Law. He dealt with the enforcement of the life imprisonment sentence of Nazi officers;
- President of the Military Tribunal in Turin (2002/present) dealing, inter alia, with war crimes committed by Nazi officers in a number of cases, and with serious crimes against the Public Administration. He is also the Head of the administrative structure of the Tribunal.
1997/present Legal expert to the Ministry of Foreign Affairs for international criminal law issues. Member of a number of National Commissions for the implementation of international criminal law instruments.
He deals with all International Criminal Court issues, also contributing to the work in the UN/EU/G8/CoE context on criminal law and human rights matters, including Terrorism and Civilian Crisis Management.
Bureau member of the Committee of Experts on Terrorism (CODEXTER) at the Council of Europe. Participation to a number of international and national Conferences on all main international criminal law subjects.
Organizer and co-ordinator of the Round Table on "International Criminal Justice: role, future and opportunities" (Turin, 20.12.2005), as well as of the "Conference on International Criminal Justice" (Turin, 14-18 May 2007).
Experiences as UN expert and UNICRI consultant (explosives, weapons of mass destruction and terrorism).
Author of a number of publications in international criminal law (justice and terrorism).
Excellent knowledge of both English and French.
